Conclusion: As so often, it turns out that postfix, in this case
"milter_header_checks", can do what is needed. (Though it would be
even better if it also supported PREPEND.)
And thanks to Matus and PGNet Dev for interesting suggestions of
alternative solutions that I may need if my requirements change.
