As the person hosting www.postfix.org, I can ensure you that the site is
up and being accessed right now (I just checked the logs) via IPv4 and
IPv6, using both HTTP and HTTPS.

There are no access restrictions based on Geo-location or IP-ranges in
place, so all incoming connections should be treated equally.
