If that's the case this won't solve it. If policyd-spf was returning something invalid that caused postfix to use this setting then as I stated before the default would be a 451 deferral, not a 2xx or OK response as you indicated is happening. The fact that you haven't been getting lots of mail deferred shows that this isn't the case.
