As I remember, this directory doesn't have to do anything with the location
where postgresql installed. It's used to save scripts and TIGER data. 

So after you successfully follow the steps, you'll generate two or more
scripts that help you to download TIGER data from the ftp location then load
it into your database using shape2sql. There's going to be a script for each
state data.
