Given this is not a PostGIS question, you should ask this on pg-general list instead. https://www.postgresql.org/list/pgsql-general/ One thought, did you run the installer as an Administrator - Right click --> Run As Administrator? I have been trying to install PostgreSQL 9.5.11 on Windows 10 (x64) using Enterprise DB interactive installer. But, no success. I keep getting this error. I am aware about the BigSQL installers but I prefer the Enterprise DB one :).
