Are you asking how to fill a polygon with circles of a fixed radius? I'm not sure there is in general a unique solution for that or that PostGIS is the best tool for the job. I'm sure someone could make postgis figure it out, but I can't imagine a clean way of doing it (in an optimal) fashion, and again, I don't think it has a unique solution.
