At a glance it sounds about right.

Much of the 3D PostGIS functionality is built in or implemented in SFCGAL.

 

It looks like Spark utilizes JTS (of which GEOS is a fork of, which is what 
PostGIS uses for almost all the 2D processing).

So I would expect the functionality to be limited to what you see in JTS/GEOS.  
Both JTS and GEOS are picking up steam in the 3D arena, so I expect this story 
to change in the next year or so.
