Since PROJ 8.1, custom projections should be added to an auxiliary database, rather than added to proj.db. The location of this would normally be defined with PROJ_AUX_DB https://proj.org/en/stable/usage/environmentvars.html#envvar-PROJ_AUX_DB See the example here on how to create and modify an auxiliary database: proj.org/en/stable/apps/projinfo.html#projinfo-aux-db-example
