ST_Overlaps has a very particular meaning (partly in, partly out). Do you mean ST_Intersects (which is equivalent to NOT ST_Disjoint()) ?

    "enforce_srid_geom" CHECK (srid(geom) = 4326)


As far as I can see, the first query should have returned true for both
datasets.
Can someone see the problem?
