In addition to adding GEOS 3, you need to complete REMOVE GEOS 2.2. Are you sure your system is clean? I'm pretty sure I scraped this version-dependent stuff out of postgis-svn a couple days ago, so all I can think of is that you successfully built against the new version of GEOS but your system is still trying to link against the old version of GEOS.
