I would write the function that does the deleting separately from the
trigger (which would just call it). It could be useful all by itself.
IF you get the function to work well, could you send to the list?
If we could get a bunch of such functions operational, the next step
would be to use them with a set of topology constraints like with the
coverage model etc.
