I ran into the same problem yesterday and found the answer in the archives, in 
one of the previous month's lists.

This should get added to the postGIS installer README or to a FAQ ... I bet a 
lot of Windows users trip over this and we could all be saved some flailing if 
this error were documented. I wasted some time trying to fix the problem when I 
could have just ignored it.
