Peter,
Whilst I think it is common practice to refer to the coordinates as
Lat Lon, I would argue that in a professional system it only matters
that there is clarity (I am a licensed pilot).
So when using spherical coordinates people may refer to a location as
North 1° East 43°, this would be professional. 22˚118˚ might seem
OK, but people who only work in one hemisphere might erroneously think
it to be West of the prime meridian. A reference to 14° -26°, would
however be obviously ambiguous.
Having said that, I do believe that it is standard practice to always
give eastings before northings (X before Y) in Cartesian coordinate
systems.

Yes they are in "reverse order", there is no standard for lat or lon
should be first (as I know), blame wkb/wkt :)
