I know nothing about compiling, dll'S, etc.. So, I'm willing to try this. But My current version of postgres is 8.3 and postgis 1.3. I guess I need to upgrade to postgis 1.4. Should I upgrade postgres also? Is this procedure is the best and safest way to upgrade postgis? http://www.postgis.org/download/windows/index.php using stack builder. I only have one postgres server and users are using it, so I need a safe procedure to upgrade.

You can give a try to WKT Raster. You will have to compile it though. Loading Geotiff should then be straightforward using gdal2wktraster.py.
