Thanks everyone, Brians's suggestion of using ST_Simplify is working for me. My shapefiles had units of degrees so I had to use tolerance of 0.00001 to get maximum deviation of roughly 1 meter.
I haven't tried ogr2ogr -segmetnize yet. I will try it and see it this works as well.
