I was doing some research on open source geocoding engines then I stumbled upon 
this article by Martin davies

In that article Martin gave an unbiased description of the various geocoding 
engines out there. I have had a look at the geocoding engines martin mentioned 
in that article and to be frank with you those engines are either to complex to 
useor not useful for my data.
I intend the developing a gis application later on this year. The data sets I 
have are as follows- A polygon layer for Local government areas.- road layers 
(including streets)- Point of interest.
There are all in shapefile format. Unfortunately there is no geocoding 
information. There is no standardized address system for my data. The data 
covers a small portion of Nigeria.
My questions are as follows:
 -  what geocoding strategy should i use ?
 -  What geocoding strategy did Martin and his team at refractions use. I am 
curious.
Any other ideas including links (url's) will be helpful. In most african 
countries, there is no standard address system.
