What do you mean with "PostGIS only"? You need GDAL at least for loading raster data in PostGIS Raster. You have a QGIS plugin for WKT Raster (old name of PostGIS Raster) at http://pyqgis.org/repo/contributed. The plugin was created by Maurício de Paulo. I'm not sure if the last version of the plugin is working with the last version of GDAL PostGIS driver (release 20912, http://trac.osgeo.org/gdal/changeset/20912), but it may help you.
