The appropriate protocol for a data editing capability is WFS-T which is not supported by Mapserver. See http://weblogs.java.net/blog/2006/01/09/geoserver-wfs-t
This enables a db transaction to be maintained for the data editing process. This is supported by Geoserver, as described in the link above. If you are working with Python in a mapserver/postgis environment, you can also do this via python directly.
