You'll need to install numpy. If you're using windows, you can get it from here: http://www.lfd.uci.edu/~gohlke/pythonlibs/ (select the right one depending on your Python version). This may help you: http://gis4free.wordpress.com/2011/03/10/how-to-install-and-configure-postgis-raster-on-windows/ If you're using a Debian-based Linux system, you can install it with apt-get install python-numpy.
