Nothing else important is running on the machine.

24GB physical memory. PostGreSQL 9.1

Shared_Buffers Value=32MB Current Value=4096

However I am running on a windows 7 machine and the advise on tuning says:

Note that on Windows (and on PostgreSQL versions before 8.1), large values
for shared_buffers aren't as effective, and you may find better results
keeping it relatively low and using the OS cache more instead. On Windows
the useful range is 64MB to 512MB, and for earlier than 8.1 versions the
effective upper limit is near shared_buffers=50000 (just under 400MB--older
versions before 8.2 don't allow using MB values for their settings, you
specify this parameter in 8K blocks).

Recommendations?
