I think this is the best place. Otherwise if you can come up with a robust, generic ST_RemoveSpeckle(rast, more parameter) plpgsql function I can add it to the trunk in the script/plpgsql folder. Those are plpgsql prototypes to be implemented in C if we find time of fund.
