For the question in your title, yes as PostGIS supports whatever
formats were compiled into GDAL.

As for the question in the body regarding Windows, no as GDAL wasn't
built with ECW support.  Assuming you're daring, you could try to
replace the gdal library packaged with the PostGIS install with one
from OSGeo4W.
