Well, that's a currently half-implemented question, and one I was referring to in a different thread a couple of weeks ago. If you set a layer in vectors.xml with loaded="true", it'll load the relevant data, display it on the map and then show it as an entry in the Background -> Vector File... dialog. Future work is to refactor the vector layer handling to introduce a new state (configured but not loaded) so that you can have entries in the config file that are available in the dialog but not fetched during every startup.
