#3527: Better distinction between common and less common tag values

The range of choices for some keys can be a bit overwhelming, as there is
no distinction between common, likely values, and obscure ones.
For example, bridge=yes is extremely common. It's 12,000 times (no
exaggeration) more common than bridge=suspension. It would be good if the
control could somehow reflect this.
One way might be a two-tier menu that looks like this:
Bridge (generic)
No bridge
Unset
Others
-> Viaduct
-> Suspension
Anyway, I'm mentioning this as a problem we want to solve, not as a
specific solution to the problem. We might need to look more closely at
the specific tags involved - so maybe there are a few keys where "yes/no"
is the primary distinction, and other choices are secondary.
