is a way without any nodes in it.
In theory P2 could do a last-minute check before uploading, and remove
them from the changeset before sending (that's roughly what P1 did), but
that's not really fixing the problem - it shouldn't be creating 0-length
ways internally in the first place. I'd like to find out what
circumstances make it do so.
