I've not created a trac ticket yet, but Frederik suggests that there is the same bug in the P2 licence check code as I identified in the JOSM licensechange plugin, namely that not all ways return a version="first" element from the wtfe.gryph.de service. I don't really know how I'd even test this on P2 to see what happens, but thought I'd mention it here in case anyone wants to check.

There was a bug on the server and I managed to fix it now. The bug affected Potlatch2 as well but it seems that P2 reacts less upset if it doesn't get a "first" version. I'll fix the strange nothing-visible-when-selected bug in the plugin and then release it.
