Seems like when I reply to a UTF8 message, outlook sends in UTF8, which Outlook 
sends with transfer encoding Base64, properly, and then the list turns it back 
into quoted-printable but leaves the base64 header there.

So... anyone know how I can tell outlook 2007 to never send base64 content 
encoding?  Right now I have to manually set the encoding back to Western 
European (ISO) before sending, which as you can see, I didn't remember to do.
