I don't know much about the SSL/TLS issues with IE-whatever or
Windows-whatever. But, did you try a more common Ciphers list as a start?
Something like

Ciphers "ALL:!ADH:!EXPORT:!SSLv2:RC4+RSA:+HIGH:+MEDIUM:-LOW"

Sorry, that's the only hint I can provide.
