This particular e-mail looks like it passed through the Apsis GMBH mail
servers 3 times, someone at Apsis can probably figure it out by looking
at full headers and/or server logs.

Pound development has indeed been neglected for a while - we have to
earn money too and Pound is not very profitable. If you search the
mailing list you'll see I called for volunteers to help - the response
was not exactly overwhelming.
Right now we are working on version 3, which will be a massive rewrite:
completely new architecture (later expandable for HTTP/2), new
configuration and new libraries. I would really like to hope we'll get
at least a preview out in early 2020.
Once 3.0 stable is out I hope the Debian maintainers will reconsider.
