PP is exactly doing this at first time when creating bars,
I think. After that, PP just updates only the labels.
IMHO, it's not a defect, but actually a virture
resource-wisely etc. I don't think other decent bar proggies
are doing differently.

If you are not satisfied with the above, PP provides ways
to adjust the behavior, actually too many. :-)
David and Ravi already pointed out and suggested some.
In addition to those, you may use vertical bars, or make a
monitor list after checking "Command Lists -> Setup ->
Special lists -> Run monitor list ..." in the GUI tab,
or use Timer to update the bar periodically setting the
command "*Bar Format Your_Bar_Name refresh", etc.
