I'm not sure that you mean exactly what I implied, so let me repeat
once again. Actually, the "sendkeys" commands are also triggered
immediately at the key presses, but the "keys" to be sent are somehow
not sent until the modifier keys (ctrl, ...) are released. Agree?

Remember I mentioned the option "Always wait for ctrl, alt, ..."?
See what help file says about it: OMG, all we ignored the help file! 
"You can use the check box to specify that Windows PowerPro will wait
for up to 1.5 seconds for all modifier keys (alt, ctrl, shift, win) to
be up before executing any hot key command.  If unchecked, Windows
PowerPro only waits for commands which send keys."
