Using an NTFS file system, I make pretty extensive use of Hardlinks (to
individual files) and Junctions (to Start-Programs subfolders) which I keep
organized the way I want them in a toolbar on the Windows taskbar.

Opening it from the chevrons gives me access to Startup user and common,
Programs user and Common, Desktop user and common QuickLaunch folder and
SendTo Folder

Variants on this can assist in what you want I think. Forinstance, if using
SafeMode I've got access now on its toolbar to all the things normally only
available if logged in.

Because they are hardlinks/junctions if I upgrade a program and it changes
the entries in Start-Programs subfolders I've immediately get the changes in
my linked toolbar.

My Start-programs menu extends four full columns with the last column (M
thru P) showing only the first letter of each program, so anything starting
with Q thru Z is totally unreachable via normal Start-Programs :-(
