I guess you already know the following,
but just in case it might help...

It's possible that some of the jpegs you were using were low
quality anyway. Jpeg uses lossy compression which can produce
visible faults, especially if they were saved with the small
file size low quality option.

Test that by converting a jpg which PP did not display well.
Maybe load the jpg into Photoshop and SaveAs bmp.
If the bmp produced that way also looks faulty, then you will
know that it's not the fault of stil32jp.dll.

If you got more than ten times compression, then it's probably
a low quality jpg.
If so then it's impossible to repair (what's lost is lost)
without some creative reconstructing in Photoshop.
I mean there's no automatic program or dll (neither stil32jp.dll
nor "the windows engine" you mention) which can fix a bad jpg;
it needs human decisions in the repair process.
