This is tested only on WXP (SP2).

Indeed there was an option to disable the "Active Desktop" in
"Group Policy" (gpedit.msc). If disabling it there, I cannot
set the other format, jpeg etc, files to the wallpaper in
"Control Panel -> Display -> Desktop". Only bitmap files are
allowed as the wallpaper.

However, a strange thing happened here to my great surprise.
The util "wpchanger.exe" I posted earlier still can set other
format files as the wallpaper! So, I became a little suspicious
about this util. But, shortly after, I found out an interesting
remark in the same section in gpedit.msc:
"User Configuration\Administrative Templates\Desktop\
Active Desktop" -> "Allow only bitmapped wallpaper"
The remark is:

"Permits only bitmap images for wallpaper. This setting limits
the desktop background ("wallpaper") to bitmap (.bmp) files.
If users select files with other image formats, such as JPEG, GIF,
PNG, or HTML, through the Browse button on the Desktop
tab, the wallpaper does not load. Files that are autoconverted
to a .bmp format, such as JPEG, GIF, and PNG, can be set as
Wallpaper by right-clicking the image and selecting "Set as
Wallpaper"."

What on earth is this remark talking about?
It means the explorer's right-context menu of the graphic
files where you can find the item "Set as Wallpaper".
Truly I can still set other image format files to the
wallpaper via this context menu item in the explorer,
even while the Active Desktop is disabled.

So, I concluded "wpchanger.exe" is using the routine of
this "Set as Wallpaer" context menu which may be viewed as
independent of the Active Desktop.
The more important thing is that "wpchanger.exe" proves
this routine can be automated.

PP doesn't have to use "stil32jp.dll" to set jpeg etc
files to the wallpaper, well at least in XP!
