I really mean ' " as they're easiest to reach on my keyboard and are
more consistently used - in my experience - in writing and
programming. The other ones are fine, just second priority to me.

My keyboard is QWERTY and no keys.
It's very much like the one in this picture

with a Win key between the left ctrl and alt keys, and a Win key next
to another key (print screen? I don't know...) between the right Alt
Gr and ctrl keys.

I don't use AltGr, let's try.

Ctrl, ScanCode=29, vkcode=162 ( or 17 )
Alt, ScanCode=56, vkcode=164 ( or 18 )
Right Alt, ScanCode=56, vkcode=165 ( or 18 )
Application, ScanCode=93, vkcode=93
Right Ctrl, ScanCode=29, vkcode=163 ( or 17 )

Depending on the PC I'm using, or the application I'm using, it just
isn't reliable. It doesn't work at all with Ecco. It doesn't work with
vim (but in another way). With Microsoft Office apps sometimes it
works, other times it pops up application menus, closes the app, etc.
It isn't suitable for touchtyping.
