This is a focus issue.  AFAIK, a PowerPro window has to have the 
focus in order for a menu displayed by PowerPro to get the keyboard 
focus.  PowerPro therefore asks Windows to set the foreground window 
to its main, zero-sized window before displaying a menu.

PowerPro uses the windows API routines to manage menu display and 
navigation in all cases.  

However, upon rechecking the PowerPro code, I found that for one 
routine PowerPro would not try to take the focus if the Taskbar had 
the focus.  I don't remember why I put this extra check.  I thought 
it might have to do with menus displayed by tray icons, but they 
seem to work even with the check removed.

I uploaded a new version of the exe with this check removed.  
Possibly it will help and hopefully nothing else is broken.
