The problem is when I click the button, the traditional

No.  The menu startmenu command works by showing the start menu, 
then moving it to the mouse location.

As an alternative, consider building your own start menu.  A simple 
start is
*menu
folder
start menu,allstart menu

You can get fancier by embedding above in command list and adding 
other entries like Menu Folder Control Panel or Menu Folder Recent.
