Snapfiles lists http://www.snapfiles.com/get/filesyswatcher.html - it monitors files/folder at a very fine level of detail, you'd need to use ppro to read window updates. I've not used it before. You could do something similar with sysinternal's filemon, that's a fine piece of freeware. More simply, to monitor files - not whole folders - I use checkp3, a freeware email/ftp checker, you can set it up to monitor a local file by specifying localhost://c:\pathname as the "ftp" file to monitor http://www.snapfiles.com/get/checkp3.html >> I think it's a good idea.
