After adding a runcmd service to win plugin which does as your above
call on ppsv, I ran the following script and got the expected result
for allstatics and allglobals.
In your tests, is the check on allstatics happening in the same
script as the call to the plugin
; following sample script worked as expected.

win.debug(alpha)
global beta
win.debug(allglobals)
win.runcmd("static salpha=111")
win.debug(salpha)

win.debug(allstatics)
