If the "Always on top" is checked on this note's context menu, the note has "OnTop status". It will appear above other windows which have the normal "NotTop status" but it can still be covered by any windows which also have OnTop status. I guess that is what is happening for you. The note should come in front of all the OnTop windows too but only while it is the active focussed window. w> What is the difference between right click, and control w> right click on Note?
