It might be possible this way:
Usually with an application like the one you describe,
there is a command on its Window menu called Tile,
or maybe one for Tile horizontal and one for Tile vertical.
Maybe that will make the exact arrangement you want.

First check what keystrokes will make that Tile command
happen - maybe Alt+wt
If so you could use a command like this: Keys %wt

You could make a hotkey - for a right click on the main
window's caption maybe - with a target window specified
so it only works when that program's window is active.

Ask us if you need more details for how to make that work.
If so, please tell us the name of the application
and what is on the application's Window menu.
If there is a Tile command, is one of the characters underlined?
