This actually works fine. Thanks Bruce.

Did you recently embed this into a command list? Any chance of
having "*Window Show menu hidden" supporting *format keywords
directly?
Aside (possible bug):
When embedding this menu in a command list, "*Window Show menu
hidden" and "Window Show menu hidden" (no star) give different
results. The latter gives an item the user must click before
the menu is shown.
Finally the Help File says:
If the *Window menu command is included in a Powerpro menu,
the generated menu will be embedded in the outer menu. To
ensure all items appear on screen you could put the *Window
command as the sole entry in a submenu. Or to activate the
*Window command when the menu item is clicked on, put noembed
in lower case in the work directory of the *Window command
But I don't think the *window command has any "work directory"
available to it.
