I think that active bar's behave this way, whereas Windows taskbar 
puts newly visible windows at the end.  You can test by creating a 
hot key with command
*window
hideshow
*notepad*
Then start notepad followed by several other programs.  Use the 
hotkey to hide and show notepad and observe the difference in the 
task bar and an activebar.

I never noticed this but I agree it is disconcerting.  I uploaded a 
new exe to fix

that behaves closer to the taskbar as long as a bar is not closed; 
that is, windows don't jump around and newly shown windows also go 
to end.  This also helps with vdesks where some windows are locked 
on all desktops:  they always stay at start.

(If you close a bar and re-open, eg by reconfiguring, the order of 
active buttons may change).

This has broken the sort by caption option:  I'll fix in the next 
beta.  You should uncheck for now.
