I do have an issue with balloontips. ever since I switched from taskbar to activebar and hid the taskbar and set it not on top, balloontips have gone largely unseen, as they're displayed behind other windows.
I tried to fix this issue by creating a on-new-window item like this format c=tooltips_class32 window ontop c=tooltips_class32 but it seldom works to raise the balloontip on top.
