I suspected IconTweaker, but restoring all my icons and uninstalling
it didn't fix the problem. Then I read Ozkan's suggestion:

And this solved the problem:

Q : I'm using Windows XP (Home or Pro). I can't run my SHORTCUTS when
I left click them within PowerPro *Menu Folders.

- Check to see if you still have 'IsShortcut' string under
[HKEY_CLASSES_ROOT\lnkfile] Some programs deletes this string from
registry (PowerPro doesn't ).

Details; Open your registry editor. Open 'Run' box from start menu ,
type 'regedit' press 'Enter and look for this key :

[HKEY_CLASSES_ROOT\lnkfile] @="Shortcut" 
"EditFlags"=dword:00000001 
"IsShortcut"="" 
"NeverShowExt"=""

If you don't have "IsShortcut" string there add it manually. Hopefully
shortcuts will work again.

Create a new 'string value' named "IsShortcut" under
[HKEY_CLASSES_ROOT\lnkfile] and leave the "value data" empty or enter
"yes". Restart PowerPro or Log Off,Log On.

I suspect it was probably IconTweaker that removed this string from
the registry. So I'm back in business! Thanks, guys!
