Let me simplify the scenario in case you want to recrate:
I have a hotkey (on right mouse button, as well as Win+.) that issues
a Window.show("menu"). It works fine** until the number of windows on
a vdesk reaches some point (I haven't been able to figure out exactly
when, it may have to do with the total number of windows across all
vdesks, I don't really know).
After this point, going through the menu I can choose the windows
prior to reaching this threshold, but not any new ones.
Just for reference a window.show("menu hidden") currently lists
approx. 140 windows.
** Lets me choose any window to bring to focus.
