This is standard Windows behavior. If you want it differently, you have two
options (I think):

- Use explorer.exe explicitly in the command line, together with its
command line switches. I don't have the M$ knowledge base link handy, but
you probably can find it easily.

- Redefine the default "open" action on a folder, using the above
explorer.exe command line switches. That's somewhere in the registry...
again, M$ KB or Google will help you locate where exactly.

(If you can't find the references I'm referring to, let me know and I dig
them out.)
