If you're thinking about a macro recorder, no, not that I'm aware of.

if all your colleague wants is a way to type in accented characters, there 
are many options. Search the yahoo group for "digraph" and you'll find 
out. Among others:
- AllChars.exe is an excellent freeware program
- @AltnnnKeys is a powerpro menu that enters any character in range 31-255
- digraphs.zip is a set of powerpro macros to enter accented characters - 
found in yahoo group files section
- Windows own English US-International keyboard input locale
