I don't know about locked dlls as David suggested, but I do run ppro from 
usb sticks on winxp and win2k hosts and I can unplug.
First make sure you did exit powerpro - I know it sounds silly but I got 
so used to it that I consider it part of the system - can you safely 
unplug?

If you still can't unplug, are any of the system tray icons running off 
the usb key (maybe powerpro started them)... If so, right-click them and 
select exit/close/unload to stop them.

If you still can't unplug, get yourself a copy of procexp.exe from 
www.sysinternals.com (freeware), run it, check the starting path of each 
running program - does it originate on the usb key? kill it.

If you still can't unplug safely... maybe it's a locked dll :-)
