TC sets its OWN envvar %COMMANDER_PATH% After you install a plugin, edit the TC config file wincmd.ini, using menu entry 'configuration>change settings files directly', look for the newly installed plugin path and replace the filepath stem with % COMMANDER_PATH%. That's all you need to make plugins relative. You can also start TC from the command line with option / i="\path\to\folder\wincmd.ini" to use a different configuration file, on the USB or BartPE.
